Sub: Record Note of Discussions held by AM(Comml.) with Federation (AIRF) on 13.07.2018 on the following PNM/AIRF Items:-

(i) No. 10/20008 – Manning of UTS and PRS Terminals by Commercial Staff – Reg.

(ii) No. 16/2012 – Creation of additional posts of Ticket Checking Staff for manning new trains and additional coaches.

&

(iii) No. 33/2012 – Creation of additional posts of ticket checking staff, TTE and filling up of existing vacancies in ticket checking cadre.

(iv) No. 22/2016 – Withdrawal of Railway Board’s instruction reg. Ticket Checking Squad – stipulating five-year period and 2-years cooling off period.

Record Note of Discussions held by AM(Comml.) with Federation (AIRF) on 13/07/2018 on PNM/AIRF Item Nos: 10/2008: Manning of UTS and PRS Terminals by Commercial Staff – Reg., Item No. 22/2016: Withdrawal of Railway Board’s instructions reg. Ticket Checking Squad – Stipulating five-year period and 2-years cooling offperiod, Item No. 16/2012: Creation of additional posts of Ticket Checking Staff for manning new trains and additional coaches, and Item No. 33/2012: Creation of additional posts of ticket checking staff/TTE and filling up of existing vacancies in ticket checking cadre.

Item No.10/2008: Manning of UTS and PRS Terminals by Commercial Staff – Reg.

It was agreed that as far as possible PRS and UTS Terminals should be manned by ECRCs in GP ₹2800/- and booking counters to be manned by Commercial Clerks in GP ₹2,000/-

Item No.22/2016: Withdrawal of Railway Board’s instructions reg. Ticket Checking Squad – Stipulating five-year period and 2-years cooling off period.

Federation insisted that Board’s letter dated 03/05/2016 should be withdrawn. It was agreed to consider the demand.

Item No.16/2012: Creation of additional posts of Ticket Checking Staff for manning new trains and additional coaches.

Item No.33/2012: Creation of additional posts of ticket checking staff/TTE and filling up of existing vacancies in ticket checking cadre.

Federation drew attention to Board’s letter No.E(G)2003/EC/2-3 dated 31.10.2003 on the subject of review of cadre in Coach Maintenance Depots as per which posts required for maintenance of rakes in coaching complexes in the correct of introduction of new trains are to be created on the lines being done for the crews by way of periodic review to the extant this involves introduction/induction of coaches in new trains. Federation mentioned that similar decision needs to be taken for creation of posts of Ticket Checking Staff Official Side informed that this shall require approval of Ministry of Finance.

Federation invited to Board’s Commercial Circular No.31 of 2018/TG-V/2/2 of 15.06.2018 the Batch in-charge of Ticket Checking staff of a specified train has to perform his duties as Train Captain the overall leader in-charge of all the on board Railway personnel and outsourced staff due to which this particular staff will not be able to perform his regular duties of manning the coaches as per the yardstick. As such additional posts are to be created exclusively for the purpose of utilizing Ticket Checking Staff as Train Captains. Federation also demanded that. Train Captains should be utilised as earlier ‘Train Superintendent’ and they should be withdrawn from ticket checking duty. Their berth should also be located in a particular coach, so that, the users can easily locate him.

Official Side stated that a recruitment process is about to start wherein vacancies in Ticket Checking cadre are likely to be taken care of.
